No kid should have that many free hours a day/night.

It happens all the time. Especially during the summer time. There are waaay too many bad parents out there. I can't stand spoiled little brats, but I blame the mother and father.

I love gaming, but I would never let my kids play games until they took care of their chores/homework/etc first. Even then, we're talking about 1 hour of gaming per day on a school week, and maybe 4 or 5 hours total on the weekend. When they are old enough to move of the house and can hold down a job, they can game all they want. :D
